Keith Collins 2018 System Manager of the Year - SC Rural Water Association

Bucksport Water System welcomed aboard Keith Collins as the System Manager in 2012. Keith is responsible for all operations at BWS striving to provide the highest quality water at the most economical rate possible. As the System Manager, Keith reports to a 10 person Board of Directors who are thrilled to nominate him for System Manager of the year for his outstanding contributions to improve quality, services, and the work environment in addition to being an active member of his community.
Since starting in 2012, Keith has been instrumental in updating equipment and facilities, increasing fleet and man power to meet the demands of our 4% growth rate. During his first year alone at BWS, Keith implemented a software upgrade, an online payment system, phone payment system, e-billing, phone reminders as well as starting the process of our GPS and mapping of all 375 miles of water lines, all facilities and appurtenances.
During his leadership, Keith has completed the $3.5 million dollar project, "Phase X & XI at Pauley Swamp" which includes a 600,000 gallon storage tank, state of the art pumping facility, a reverse osmosis unit and many miles of line upgrades and new installations, all to improve water quality and upgrade system hydraulics. It also included the installation of the SCADA system to control all wells remotely. In addition to completing these major projects, Keith secured a $350,000 grant to offset some of the costs to purchase and install the reverse osmosis unit.
With the completion of "Phase X & XI," Keith has begun the planning stages of "Well # 7;Pee Dee Well." This well will also include an additional ground storage tank, pumping facility and reverse osmosis unit to meet demands of growth as well as the water quality demand and changing regulations.
Outside of BWS, Keith is an active member of his church, Union United Methodist. There he serves as a Sunday School teacher, volunteers in the Men’s group which provides services for the needy. He also serves as Chair of the fundraising committee for Union with the Congo which provides wells and latrines for those in need in the Congo. Keith also serves on the school improvement council at South Conway Elementary School. Keith takes pride in his work and community and all that he does. He is distinguished and deserving of the honor of System Manager of the Year.
